The Australian Embassy Tokyo and the Consulate-General in Osaka can issue Emergency Passports to Australians needing to travel urgently for compelling or compassionate reasons and whose passports have been stolen, damaged or lost. This is assessed on a case-by-case basis.
Emergency passports have limited validity and no electronic chip. They are generally used to facilitate return travel to Australia.
Some countries do not allow travellers to enter or transit on emergency passports. It is your responsibility to confirm with each travel destination and/or transit country that an Australian emergency passport is accepted for entry, transit and exit. Some airlines have separate rules about whether they will accept passengers attempting to board with an emergency passport.
Emergency Passports can take up to two business days to be issued. We recommend you contact the embassy for advice on processing times before making travel plans or purchasing tickets
If your passport has been lost or stolen in Japan, you should report this to local police prior to making an application. Police will give you a document stating you have made the report. This report may be useful if police later ask you to show your ID, as it is compulsory for foreign travellers to carry their passport at all times while in Japan.
Once you tell us your passport has been lost or stolen, we will cancel it. You won’t be able to use it again, even if you find or recover it. If Japanese police report to us that they have found your passport, we are obliged to cancel it. This helps prevent criminals from using your passport for identity theft.

Please provide a written statement explaining why you require an Emergency Passport, outlining in your own words how the loss or theft of your passport occurred and any upcoming flight information.
Please provide the following information:
- What happened to your passport (if lost/stolen, have you lodged a police report?),
- Why you require an Emergency Passport,
- Your travel plans (flight information including airline, flight no. and date),
- If physical IDs cannot be provided, reason why you are not able to provide physical IDs.
